Jigga What?

How can someone who was completely incompetent in her last position be promoted to Secretary Of State? I mean, I am not naive-- I know that this was predicted and that she's really chummy with the bush family and that this administration is evil and that the world is going to hell, etc, etc, etc.. but... how?
